Things You Should Know if You Are Interested in Entering the Ukrainian Humanitarian Demining Market
There are several options for entering the Ukrainian demining market:
Operate as a Mine Action Operator (“Operator”) Authorized units of central executive authorities, enterprises, institutions, organizations, and their branches, regardless of ownership form—including international organizations and foreign enterprises, as well as separate divisions of legal entities established under the legislation of a foreign state—can become Operators. To become an Operator, it is necessary to obtain a certificate of compliance with the mine action process. Certification is conducted for the following processes: non-technical examination; technical examination; manual demining; demining with the use of machines and mechanisms; canine demining; clearing of combat zones; demining of water areas; procedure of neutralisation of mines/ explosive remnants of war; informing the population about the risks associated with mines and explosive remnants of war. Certification fees are determined on a case-by-case basis according to rules set by the Resolution of the Cabinet of Ministers of Ukraine dated July 12, 2017, No. 514. For NGOs registered in Ukraine (if the implementation of mine action measures aligns with their statutory objectives), certification is free of charge.
Introduce and Deploy Demining Equipment (and related goods) All mechanized demining equipment, related products, and components—whether of Ukrainian or foreign origin—must undergo certification before being used or distributed in Ukraine. The duration and cost of the certification process depend on the type of equipment.
Additional information on supplying of demining equipment Foreign companies can enter contracts to supply demining equipment to private customers or participate in state procurement processes on equal terms with Ukrainian companies.
